CCOO Aragón demands the urgent updating of the employment exchanges of the Health

Workers’ Commissions (CCOO) in Aragon has demanded the urgent update of the employment exchanges of the Aragonese Health Service (Health) so that all people can access public employment in conditions “of equality, merit, capacity and agility”.

This is what the Basic Statute of Public Employees and the rest of the legal system collects, CCOO has indicated in a press release. Likewise, it has reported that affected by the four-year delay in the evaluation of the employment exchanges, they have concentrated this Thursday, April 21, at 11:30 a.m., before the Department of Health of the Autonomous Government and before the Health management , located both organizations in the Plaza de la Coexistence.

The Federation of Health and Social Health Services of the CCOO has stated that the lists that are currently used to contract in the Health are those that emanate from the scale made on October 1, 2018.

“Almost four years have elapsed since then, the score of the registered people has experienced important variations that are not taken into account due to the inaction on the part of the Administration in assessing the updated merits,” the union said.

He added that this situation is “even more accentuated” with the application of a new scale that came into force in 2020 “and that substantially modifies the order of priority of the applicants.”

For this reason, CCOO has considered that the principles of equality, merit, capacity and agility “are being repeatedly violated” by Health by not recognizing “in a reasonable time” the score that corresponds to each applicant.

“It is unacceptable that in the year 2022 listings from 2018 are being used, which do not respond to reality, when until that year the merits were updated annually and the hirings made were adjusted to the real merits of each applicant,” he detailed. the union organization.

The collective bargaining secretary of the Federation of Health and Social and Health Services of CCOO Aragón, Mario Lolumo, has described this situation as “extremely serious”, about which his organization has warned “repeatedly” since 2020, at which time they should the new scales come into force, “and that there are no signs of improving in the short term, if the necessary measures are not taken to undertake the assessment of the files pending updating”.

Proposal of the Cortes

The union has recalled that last March the Cortes of Aragon unanimously approved a non-law proposal that urges the Department of Health to update the employment exchanges of all professional categories within a period of four months.

“Unfortunately, from the FSS-CCOO Aragón we are pessimistic about its compliance since the current situation is far from being able to be definitively resolved.”

According to the union, there are 41 categories that must be called; 29 already summoned; 12 not summoned; three with definitive listings; one with provisional listings; ten with applicants admitted and 15 called, but without any progress.

“Given this situation, we consider it practically impossible to meet the aforementioned deadline of having the lists updated in July, if real and effective measures are not taken, which suppose a significant increase in human resources to carry out the valuation of the merits”, has stated CCOO.

By way of comparison, he explained that the 46 specialties of medical personnel have had their lists updated in 2019, 2020 and 2021, thereby allowing new applicants to join and update their scores based on their real merits.

“This does not happen with the rest of the categories, since since 2018 they have not had the opportunity to be able to incorporate their new merits and update their score, which entails discrimination against people who belong to the rest of the professional categories”, has influenced the union.

Mario Lolumo has assured that all the people who since 2018 have registered in a Health employment exchange “do not appear on any list and have very few possibilities of accessing public employment.”

The union has demanded more economic and staff resources “that allow applications to be processed and guarantee access to public employment for people who request it.”
