In this case you can use the woocommerce tools themselves to prepare the store pickup, for this you enter:
Woocommerce > Settings > Shipping > Add a shipping area where store pickup will be available:
Then you click on the area to add this option:
Adding this will enable what you say about store pickup for certain locations (it should be where you have the store), for the second I don’t quite understand the question:
