Sepe hires a thousand interims this year, 14% of its current workforce

A contract demanded by the unions present in the Sepe who denounce that the year starts with about 7,000 workers, 850 less than in January 2020 and 1,500 less than in December of last year. Because, as the unions point out, the paradox is that in the end the 1,500 temporary workers that were hired throughout 2020 to deal with the workload derived from Covid and the avalanche of temporary regulation files have not been saved. employment (Ertes) that caused 3.5 million beneficiaries.

However, the former head of the Ministry of Public Administration, Miguel Iceta, was forced to sign an agreement to reduce the number of interims in the public sector. The high temporality in the Administration, superior to the private sector, came to complicate the negotiations of the labor reform. of Pedro Sánchez to demand indefinite contracts from companies when the public sector moves with interims.

What complicated the continuity of those 1,500 temporary workers hired to reinforce the staff of a Sepe diminished by years of continuous casualties and little replacement. Especially sensitive in an organization that is responsible for negotiating the labor reform. Be that as it may, the reality is that on June 30 of last year the first 500 interims hired by the Covid ceased, at the end of September another 500 and on December 31 the remaining 500.

According to UGT sources, after the departure of these 1,500 interims, the effective to January would be somewhat less than 7,000 employees after a reinforcement -aimed at processing benefits- in the last months of 250 interims with vacancy, which means that these positions must be consolidated (not these workers) in the 2022 OPE (not the extraordinary one, but the general call).

Data slightly lower than those handled by the Secretary of State for Public Function, dependent on the Ministry of Finance. According to this department, as of September 28, the Sepe had 8,215 people. If we discount the 1,000 who left the organization in the last quarter, there would currently be around 7,200 employees, somewhat higher than those indicated by the union.

It is certainly a temporary solution to which the unions have had to agree, which they consider more logical to have kept the 1,500 contracted for Covid who are already trained for another year. For this reason, their efforts have been aimed at recruiting as many of these people who are still interested in entering as interims at the expense of being able to apply for the 926 vacancies approved in the OPE on December 21 or the general OPE in 2022.

To speed up the process, the Civil Service has approved the creation of provincial employment exchanges of the Sepe so that those who want to apply for interim positions can sign up. The sources consulted indicate that the registration to the exchanges was closed in December and that the recording of the data is being finalized. Thus, the Sepe will draw a resolution as soon as possible for its incorporation in February and March.

The Sepe is, according to the unions, one of the organizations with the greatest personnel problems. To the point that its officials are vetoed requesting the jump to other agencies of the AGE. In 2010 it had just over 10,000 professionals, but since then it has stagnated at about 8,000, a figure that is intended to be recovered this year; first with interims and structurally with the 926 of the extraordinary OPE.
