One of the fixed expenses for all vehicles is the circulation tax or Tax on Mechanical Traction Vehicles (IVTM). An annual payment that in a pandemic year will cost many drivers more to pay for the little mileage they have been doing in recent months.
When is it paid?
With the campaign at the gates of its start, next April 1 will open the payment period for all Spanish drivers. A period that will end on June 30, being able to make the deposit during the three months included.
How is it paid?
In the town hall where each vehicle is registered, it is the town itself that notifies the driver by letter. The receipt can be made by direct debit or paid directly at one of the indicated bank offices, or even via internet and telephone.
How much is paid?
Depending on the power and class of each vehicle, the province can apply a maximum increase coefficient. This is why a driver from Cádiz does not pay the same as one from San Sebastián. However, the prices, according to the Regulatory Law of Local Haciendas, stipulate the following brands:
– Less than 8 fiscal horses: 12.62 euros.
– From 8 to 11.99 fiscal horses: 34.08 euros.
– From 12 to 15.99 fiscal horses: 71.94 euros.
– From 16 to 19.99 fiscal horses: 89.61 euros.
– From 20 fiscal horses onwards: 112 euros.
All this leaves a collection to the municipalities that in Spain is expected to touch 4,000 million euros in 2021. Such an amount represents 4.61% of the total volume of income of the municipalities, according to data from Associated European Motorists (AEA).
Is it mandatory?
Yes, although with exceptions. Official vehicles, diplomatic representatives, health service, for people with reduced mobility (degree equal to or greater than 33%), urban public transport with more than nine seats (including the driver) and machinery with Agricultural Inspection Card, are exempt from payment.
For all others, if it is not paid before June 30, the receipt with a surcharge will arrive again and if the driver still refuses to pay it, your account and even the vehicle in question could be seized.
Who pays in the case of a purchase-sale?
If the vehicle is second-hand and has just changed ownership, the payment of such receipt will correspond to the owner on January 1, 2021.
