These featured posts and testimonials features are built into the theme itself, they are not included in WordPress.
You should check if in the side menu of the WordPress administration you have any specific option to add these elements. Also, within the AccessPress Ray theme configuration you would have to check if there is any parameter to load them. Another possibility would be that these are added via a widget.
In any case, it would be better if you contact the developers of the theme, since they should have more precise information on how to perform this task.
