In this case I will explain a little more in detail, with Elementor + Polylang you have two options to translate the footers.
1.- The first option would be to add a sidebar instead of text for each column in your footer so through the widgets you can display the information of the configured language
For example, you have the menu in Spanish, inside the text area footer 1 or footer 1 (this name can change depending on your theme) you should assign a menu widget and assign both the menu (Spanish) for it and the Spanish language so that it is displayed when this language is selected on your website, you can see how it works in its documentation ->
You would have to do this procedure for each menu depending on the language, so it is a bit longer and tedious.
2.- With the plugin option to create Elementor + Polynang compatibility, you would only have to translate the footer template, then edit its content according to each language, thus achieving that the corresponding template is displayed depending on the language selected .
However this option works only with the elementor pro plugin and is not compatible with the Elementor – Header, Footer & Blocks Template plugin, you can check more information about this in the following plugin support forum -> Content only visible to users registered
Not sure the developers of the Elementor – Header, Footer & Blocks Template plugin fixed the conflict with polylang
Verifying I see that changing the language depending on what is selected modifies the menu from what I understand you have managed to configure it
