Each country has a specific domain ending. For example, in Spain they are .es. In this case, the “.ws” correspond to a TLD (Top Level Domain) of the Samoan Islands. That it is an independent country, although not very well known.
Each country is the owner of organizing domain names as they see fit. It seems that Samoa registers their domains for free, at least in principle.
