It is going to force the Government to approve a credit extension to be able to pay the expenses of the electoral machinery, with an initial budget that is close to 140 million euros. Thus, 540 million will be spent from 2015 to 2019 in the four general elections held.
The procedure is the same as in April, because those elections were not planned either. The Council of Ministers approved on March 1 a credit extension for 134.84 million euros charged to the Contingency Fund, a fund that serves to pay unforeseen needs and that cannot be postponed, as is the case.
This time the formula will have to be repeated. The initial budget is the same as that of the general elections in April, 138,961,516.72 euros, as confirmed to Europa Press by the Ministry of the Interior, in charge of the organization. This pays for everything from the work of the Post Office to deliver remote voting or advertising, to the printing of ballots and envelopes or the deployment of members of the State Security Forces and Corps.
Apart from this expense, there are subsidies to political parties for electoral expenses, which are not included in this budget. The Government must also approve a decree setting the amounts.
Where does that money go? The work of the Post Office alone accounts for 40.6% of the total budget, the most expensive chapter, 56.5 million euros to process remote voting, notices to members of the polling stations, resources, electoral propaganda, etc Another 14.5% of budgeted spending (20 million) is taken by what is called electoral administration. It includes the cost of the Electoral Boards, which are the ones that supervise the process, and that of the polling stations, in which 180,114 people worked in the April elections. Each of them receives a diet of 65 euros per day and is entitled to a reduction in the working day the next day.
The cost of telecommunications and the dissemination of scrutiny, which a company is in charge of, is also important. To elect her, a contest will have to be called again, which Indra won in the last general elections, for 7.44 million euros, below the 10 million that the Executive expected to spend at most.
