Indeed, as Jhon tells you, “You must enable Billing on the Google Cloud Project” this message is displayed in the console and corresponds to the fact that the payment method needs to be configured in the account even though the use of this API is free, there must be a method of payment configured to activate what would be all the services and in the case that you require a payment library or API you can be charged, once you have this configured directly with the api that you have already created, insert it in the configurations of your theme, and the map would be activated, there is no need to do it through headers or file editing.
