I understand, I have done a test and I can see that the coupon works.
Additional You must take into account that to apply the coupon you must have in the cart one of the products that you have now included in your configuration.
Check these settings in the coupons, you can try adding a new coupon and check if without adding restrictions it allows you to add coupons to your purchases.
You can also check if any plugin is adding this additional functionality.
To do this, try deactivating the plugins and leave the ones required by your theme and woocommcer then activate one by one until you identify which one may be causing the conflict.
