Paypal failure – IPN – Virtuemart

Hello, I have a virtuemart store ( store pack v. 1.5.26), with joomdle integrated with a moodle training platform that has been running since last April, hosted on servers, so far everything has worked correctly and we had received the first payments through paypal, the status of the orders changed to completed after receiving the payment, and the students automatically enrolled in moodle could enter, but in the payments received since last week, the status does not change and therefore automatic registration does not occur and today we received this message from paypal:

Please check the server that handles PayPal Instant Payment Notification (IPN) messages. Messages sent to the following URLs are not being received:

If you don’t recognize this URL, you may be using a service provider that is using IPN on their behalf. Contact your service provider with the information above.

When you or your service provider fixes the problem, you or your service provider can resubmit failed messages from the IPN history page. If this issue persists, PayPal may disable the IPN feature for your account.

From Paypal, I have seen that the IPN messages indicate the HTTP error code 403, I have reviewed permissions and settings but I cannot find the solution. What can be happening?
