Easter is approaching, the autonomous communities are preparing for the perimeter closure in accordance with what was agreed in the Interterritorial Council of the National Health System.
This implies that, in practice, it is not possible to travel between communities in order to stop a possible rebound in coronavirus infections. Even so, there are certain exceptions that are allowed. The to regulate these restrictions extends them from March 26 to April 9 and refers to , which quantifies a series of cases in which travel between communities is allowed.
What are the exceptions to travel during Holy Week?
In article 6, the text informs that these reasons justify the transfer between autonomous communities:
-Assistance to health centers or services.
-Attendance at work or labor reasons or compliance with business, legal or institutional obligations.
-Assistance to educational centers, from early childhood education to university centers.
-Return to habitual residence.
-Assistance and care for the elderly, minors, dependents, disabled or vulnerable.
-Travel to banks, insurance companies or service stations or gas stations in neighboring territories.
-Required and urgent actions before judicial, public or notarial bodies.
-Renewals of permits or official documentation, as well as other procedures that cannot be postponed.
-Attendance to exams or official tests that cannot be postponed.
-Due to force majeure or extreme necessity, as well as other similar causes duly accredited.
What communities ask for supporting documents?
Although these exceptions are provided by law, it is still necessary to prove them. Some Autonomous Communities have provided citizens with forms or templates (sometimes also called responsible declarations) that can be filled out and used as a supporting document if law enforcement stops us on the trip.
It is something that happens in Aragon, where the regional executive forces its citizens to fill out a responsible declaration () that is requested to allow entry and exit in the community.
Catalonia is in the same situation, which has a catalog of downloadable receipts, not only to leave the community, but the province or even to be able to be on the street at night beyond the curfew. .
This is also the case of Madrid, where the regional government has published a standard form () that citizens must fill out both to leave and to re-enter the region.
Navarra is another example. The Foral Community has provided a document to be able to travel at Easter if any of the exceptions provided are met.
