This tool only translates the .ini files, there are .ini files that are typical of the Joomla core, if for example you have your backend in English and you want to have the Spanish language, you can locate additional languages from the Joomla 3.1 backend and install them, from extensions => extension manager => install languages, locate Spanish and install it, then select it as default from , Extensions => language manager, both for the front and for the administration part.
