As I understand wpml is purchased (paid) by domain, that is, if you are in the temporary it is not “validated” by wpml as an active domain, so it is possible that this is the problem, it is also something that is commented on in this post:

Check if this is what is happening to you, they also talk about a correct migration, check what is said in that forum entry and I also tell you that it would be best to request support directly from wpml since we can only share this type of content with you. instead they can verify and even enter your installation to validate that everything is correct.
