Interior pays the salary to the Mossos from Madrid, but Catalonia distributes it

The game to pay the comes from Madrid. He is in charge of sending the money to pay the salaries of the agents of the Mossos d’Esquadra, which has almost 17,000 troops. However, it is the Generalitat of Catalonia, with the Minister of the Interior Miquel Buch at the helm, which manages these amounts.

According to an EY report prepared for the Ministry of the Interior, the average payment figure for each agent of the body amounts to 37,768 euros, which in total consists of 16,667 agents. Thus, the total expenditure amounts to 629.5 million euros. This money is that the Government transfers every year to Catalonia from Madrid so that the Generalitat manages the payment of salaries to its agents.

The Constitution allows the creation of autonomous police forces despite the fact that the State has jurisdiction over Public Security

According to the agreement between the central and regional governments, the Ministry of the Interior is in charge of subsidizing the operation of the Mossos de Escuadra.

This pact is based on the Spanish Constitution. Article 149.1.29 establishes that the State has exclusive jurisdiction over public safety. However, the precept specifies that this is “without prejudice to the possibility of creating police officers by the Autonomous Communities in the manner established in the respective Statutes within the framework of what is provided by an organic law.

In 1980, the powers of the Ministry of the Interior over the so-called Mossos d’Esquadra Section, attached to the Barcelona Provincial Council, were transferred to the Generalitat. It is the first step to have your own police. This materialized in 1982 with the effective transfer of the Mossos d’Esquadra from the Diputación to the Generalitat, and in 1983 with a law of Parliament, which created the Police of Catalonia, absorbed the historical body of the Mossos d’Esquadra and adopted your name. Thus began the construction of its own security model based on service to people.

pay equalization

The agents of the Mossos d’Esquadra receive a salary higher than that of the National Police or the Civil Guards, which has motivated the demands for salary equalization that the police unions have been asking for years. In fact, it costs the State 33,872 euros each National Police and 31,225 each Civil Guard compared to 37,768 for the Mossos d’Esquadra, according to the report prepared on the occasion of the salary equalization demanded by police unions.

Keep in mind that the salary tables vary depending on the rank. In the case of the Mossos d’Esquadra, the fork starts at 34,500 euros for agents of lower rank. In the case of the National Police it remains at 30,000 and in the Civil Guard at 28,000. In any case, throughout the ranks it is always higher in salary than the Mossos.

The Basque case

A different case is that of the Basque regional police, Ertzaintza, created at the same time, in 1982. Spreading out progressively throughout the Basque Country, in 1995 it came to take responsibility for the entire territory, substituting the different state police forces. The Ertzaintza currently has a staff of 8,000 officers, who fall into two divisions, each one specialized in specific police tasks.

The autonomous police are financed by the State, but through the economic agreement enjoyed by the Basque Country, the so-called Basque quota. Infrastructure, personnel and maintenance costs are deducted from the quota that the Basque Country must pay annually to the central Treasury for State charges not assumed by the autonomous community.
