This is possibly part of the functionality of your theme as it is not standard to have one image per category.
It could be in the menu Products > Categories, and edit a category, check if you can assign an image there.
If you can’t find the option, you should consult the documentation of your theme or consult directly with the support of the theme, since I understand that it is a paid theme.
