In general, you could change it from: Settings => Media, you will see that you have three options to define image dimensions, however it also depends on your theme if you are using any of these dimensions for the featured image.
Try changing on this screen, if you still have problems send the exact url of an article with a featured image to verify. Keep in mind that usually also the images do not necessarily follow the given dimensions since they are placed to work as responsive, this is something that is also defined by your theme.
