From what I see it is a plugin that automatically prints (being compatible with thermal printers) the orders received, so for example, whoever processes or packs the orders only has to review the orders in print without having to read the email notification (receiver must use thunderbird mail client)
According to the capture, you would be adding a new notification, the fields to fill in are very descriptive:
Title -> Title of the new notification
Description -> A description to know what this new notification is about.
Subject: Subject for the email that will be sent as part of the notification.
Recipients -> Recipients, separated by commas, for this new notification.
