As you indicate, a possible cause could be smarty ( Prestashop Cache ).
Let’s start with that and see if we are lucky, if not we will see other possible causes.
We start from the basis that you have created the discount rule for a specific product or the entire catalog.
.- Access the cPanel file manager.
.- Select the folder cache -> smarty -> compile and delete all the content inside that folder.
.- Perform the same step for the cache folder that you will also find in compile
Deleting what you have inside those folders will not affect the operation of your website since they are cache files that are regenerated once you reload the website.
If you want to be more secure, you can download a copy of those folders to your computer beforehand to have a copy, but as I said, they do not affect the operation of your website.
Check if after that it is solved.
