Truckers call off the Christmas break after reaching an agreement with the Government

The National Committee for Road Transport (CNTC) of goods has called off the lockout scheduled for December 20, 21 and 22 after reaching an agreement with the Government late this Friday.

The last meeting between the business organizations and the Ministry of Transport began at 11:00 am, after spending the last two days exchanging documents, points of view and proposals, which today have been reflected in a final document.

In a subsequent statement, the CNTC has explained that the agreement with the department headed by Raquel Sánchez includes the prohibition of the driver’s participation in loading and unloading operations, a “historic claim of the sector for the benefit of the working conditions of its workers “, as he recalled.

It has also been agreed with the Executive “to halve the waiting times, after which the carrier will be entitled to compensation, as well as the treatment to be given to drivers in loading and unloading centers.”

In this context, the CNTC has announced that the diesel price stabilization clause is going to be incorporated “imperatively into the Law” in transport contracts, “without the possibility of an agreement to the contrary” in order to “balance” the relations of carriers with customers.

The Ministry would also have promised “not to implement tolls on heavy transport without the consent of the CNTC.” Regarding the possible increase in the loading capacity of trucks, any modification will be made progressively and only in certain transport specialties, “always with the participation of the CNTC, a measure adopted for the sake of sustainability and efficiency and as a manifestation of the commitment of the transport sector with the improvement of the environment”.

Among other regulatory measures, the Ministry has announced the “transposition of the posted workers directive, which will significantly limit unfair competition from foreign transport companies in Spain”, in addition to reinforcing inspection means to prevent this practice .

“A Code of Good Business Practices in the contracting of land transport of goods will be created, which promotes fair, balanced and loyal relations between the companies that intervene in the contracting of the transport of goods”. In addition, a State Register of companies that sign it will be established.

A standard will also be promoted for the certification of loading and unloading areas in relation to the services and conditions offered to professional carriers.

Likewise, the Government and the transporters have agreed, within the framework of the Recovery Plan, the subsidy for “the construction of safe parking lots for trucks, with a total investment of 20 million euros”, in addition to designing “a progressive conversion plan from winter parking lots to safe parking lots”.

“A study of the waiting times in the loading and unloading areas will be carried out in order to define the cost of these waits and establish what would be the necessary measures in this area” and “an anonymous complaint mailbox for breaches of regulations, to facilitate the transport inspection activity”.

Finally, it has been agreed to create a working group for proposals “on the training needs and attraction of talent to the road transport sector” and also an investment of 140 million euros for the digitization of transport companies and digital training of the professionals.

Raquel Sánchez: “Historical agreement”

For her part, the Minister of Transport, Mobility and the Urban Agenda, Raquel Sánchez, has celebrated what she has defined as a “historic agreement” that “improves the conditions of the transport of goods and will allow the strikes planned for Christmas dates to be called off”.

“We are a government that dialogues and has negotiated ambitious measures to benefit the sector and give certainty to the public,” said the minister in a message posted on the social network Twitter, collected by Europa Press.
