Hello good day.
You can use the following plugin:

Once installed access QR Codes -> Add New
.- Create a new QR, Add the title you want for the QR
.- In the URL Option you add the URL where you want it to be linked, in this case the download of the PDF
.- Save the options and download the generated image:
Once you have the QR image you can add it to the Entry/page where you want it to be displayed.
