These are the colors that look good in all browsers with screen definitions of 256 color depth.
It consists of a reduced color palette, which reaches 216 colors, making combinations of the values: 00, 33, 66, 99, cc, ff. Therefore safe colors would be some like:
- #000000
- #336666
- #ffffcc
- #ffffff
- #990099
Currently (2021) there is not much need to make use of “safe colors”, since computers and devices have screens with palettes of millions of colors. These colors made a difference many years ago, when there were still computers that had 256 color palettes. Thanks to these colors we could be sure that the chosen color would be seen correctly on those old computers.
