What is the inflate and deflate tool in Photoshop for?

Do you mean the “Liquify” filter???

In that filter we have an inflate and deflate tool. Well, it’s like a balloon… when you inflate things start to deform, getting bigger and the pixels in the center take on larger dimensions and those on the sides go out and become smaller, like in perspective.

Deflate is the opposite process. It makes whatever you have in the center contract.

This effect can typically be used to make people slimmer or make certain parts of the body, such as the chest or legs and arms, enlarge or shrink, to the taste of the retoucher! 😉
