In order to do this, orders should be placed with the data of the end customer (the one who has to validate the order) since otherwise the necessary information would not be available to contact that customer via email.
When an order is placed, it can be left in pending status, for example when paying by bank transfer. Then, once the payment is confirmed, it will be the store administrator who will be in charge of updating the status of the order.
