Recaptcha and Search Console are not related, although both are from Google, that is, the owner verification that it indicates would not be that of Search Console, but of Recaptcha itself.
This error message is usually displayed when you have not put the correct public or private key in the Recaptcha settings on the web.
The best option is that you generate new keys from the Recaptcha page, making sure that you relate them to your website’s domain, reconfigure them in your Joomla. Make sure that where you are going to do it supports the v2 or invisible version of Recaptcha, taking into account that the keys generated for a specific version will not be valid for others.
