If you receive it as an administrator, the shipping system works correctly. It is possible that if the email could not be delivered to the user, the email address is not valid.
You can check the email address, sending the data directly to the user in an email, both from your email account, such as from a gmail, yahoo, etc, and thus see if the message is returned.
