Can you explain a little more detailed and if it can be with a screenshot what you need to do?
What you want is to have several menus in different sections of the web?
Think that WordPress builds the pages by blocks, that is, you have a header file that is the one that manages all the header, menus, logo, etc…, then there is the body that is managed by different files and the Footer that is managed by the footer.php file.
Depending on what you want to do, either it can be done directly with a plugin or you have to modify the template files.
About Ubermenu it is a paid plugin but hey basically it is a Megamenu as it can be:
