If you want to show the user access module in the traditional way, what you have to do is go in the web administration to Extensions->Module Manager and look for the module named User Access located in the login position. Edit the module by clicking on its name and change the position where it is loaded, within the Position parameter, so that it becomes right_top.
In this way it will be loaded in the same place as the rest of the modules that you have in the right column. Of course, you can also configure in the module the pages where it will be loaded.
