Madrid postpones two months the fines for entering the M-30 without an environmental label

The Madrid City Council had planned that the fines for accessing the interior of the M-30 with a vehicle with the ‘A’ badge (without a label) would begin to be issued from this 1st of March. However, the consistory has just announced that the notice period, active since January, is extended for two more months.

The measure has been taken to offer greater legal certainty to citizens, as they explain. “By introducing modifications to the database after the last changes in vehicle registration in the month of December, undue sanctions could be produced,” they argue from the City Council.

This postponement does not imply that these vehicles can freely access the interior of the cordoned-off perimeter, since it has been prohibited since January 1. In addition, if a driver accesses illegally in the eyes of the Mobility Agents, he will not get rid of the fine. However, those who are captured by the cameras will only receive an informative letter that will notify them that they have carried out an improper maneuver, exempt from a financial fine (unless they are repeat offenders).

Since the beginning of the year, 30,855 informative letters have been issued to owners of vehicles that infringed the rule. They specify the reasons that have led to its regulation, the expected date for its effective operation and the amount to which the sanction would have amounted. The average number of daily accesses detected as illegal is 1,454 vehicles, a total of more than 78,000 accesses in this period, of which the rate of repeat offenders is 31.7%.

Until March 20, 2022, the entry not allowed to the low emission zones constitutes a minor traffic offense and can be penalized with 90 euros, 45 euros if it is for early payment. However, as of March 21, 2022, it will be sanctioned as a serious traffic offense with a fine of 200 euros, 100 euros if it is for prompt payment.

Operation of the ZBE of Madrid

The Madrid Low Emission Zone is regulated in article 21 of the Sustainable Mobility Ordinance (WHO) with the aim of protecting human health and the urban environment throughout the city.

Thus, the City Council has established a calendar with different restrictions for the most polluting vehicles:

– From January 1, 2024, its access and circulation on all urban public roads in the municipality of Madrid is prohibited.

– As of January 1, 2025, the 2024 ban is also extended to A passenger cars domiciled in Madrid and that are registered in the IVTM register of the Madrid City Council. As of this date, vehicles A that are not passenger cars (trucks, vans, motorcycles and mopeds) and that until December 31, 2024 had no restrictions will not be able to access or circulate in the capital.
