Renfe strike: what is claimed, what days and hours does it affect and what minimum services will there be

Renfe enters this week, as well as the next, on some key dates in its calendar. In the midst of great mobility overlooking the Hispanic Day bridge (October 12), most of the railway company’s services will go on strike during these dates. All in order to reach agreements that the unions consider “unfulfilled.”

The return to normal mobility on Spanish railways is being very busy. Although first there was the entry of a low cost Renfe service, Avlo, which had direct competition, for this first long weekend after the summer the great controversy arose.

Some dates, spearheaded on October 12, where a strike is expected to put more than one passenger transfer in trouble. Everything after (Semaf), for what is considered “an alarming situation”.

What is claimed in the Renfe strike?

For this reason, encouraging other unions to join, Semaf considers that the latest movements of the Renfe Group management are heading towards “a reduction in the workforce and circulations”. And it is that, as the institution understands, sections of the one that should lead to the reestablishment of all uncovered employment and suppressed circulations are being breached.

In this regard, Semaf assures that the only growth in personnel that has occurred in the company during the pandemic has been in the Management Structure and Support Structure group. For this reason, he understands that it is worrying that “all these circumstances occur precisely with the opening of the rail passenger transport market to competition, in the European year of the railway, and without incentives given the constant drop in freight transport by this medium”.

Finally, the non-compliance with agreements reached in 2007 “to guarantee the integrity in the provision of services in the face of the transfer process in the area of Catalonia” is added. Currently, the Generalitat is already the owner of the Rodalies service in its territorial area and has the power to define the services provided, as well as the rates for all those trains considered Public Service Obligations (Cercanías and Media Distancia).

What days and hours does the Renfe strike affect?

Seen all this, Semaf has called the strike of its train drivers and affiliates for eight days. Starting this Thursday, September 30, the stoppages will take place during October on the following dates: Friday 1, Monday 4, Tuesday 5, Thursday 7, Friday 8, Monday 11 and Tuesday 12.

As far as the hours are concerned, the two days of the first week, Thursday, September 30 and Friday, October 1, the strike will last 24 hours. For its part, on Monday, October 4, the strike will be between 05:00 and 09:00, 14:00 and 16:00 and between 18:00 and 20:00; while on Thursday the 7th it will be between 12:00 and 4:00 p.m. and between 6:00 and 10:00 p.m.

The Railway Union (SF) has also called partial strikes, the same days as Semaf, although in its case starting on Friday, October 1. These stoppages will be partial, between 07:00 and 09:00 and between 18:00 and 20:00.

What are the minimum services of the Renfe strike?

At the time of writing this article, the Ministry of Transport, Mobility and Urban Agenda has not set the minimum services due to the disagreement between the operator, who requested 100%, and the union, .

For all these reasons, the impact that the strike will have these days is unknown, although for the days of September 30, October 1, 4 and 5:

– Number trains. Only and exclusively may circulate: the trains of number that appear in the annexes, the programmed of passengers whose theoretical schedule in a given section of its route was not affected by the strike and circulates late and the international ones with correspondence with those established in the minimum services.

– Trains with train numbers not contemplated in the Ministerial Resolution: workshop trains, crane trains and relief brigade transport trains and shuttles, runs, steps, isolated machines and other circulations necessary for the formation and deformation of trains.

For all these reasons, Semaf points out that “the personnel who have to provide service will comply with the provisions of their minimum services letter or, where appropriate, to cover incidents that occur on trains with the number that appear in the aforementioned annexes” .
