And yes, these amounts will be reached when the reform is completed, within nine years, which is the transition period provided for the contribution system.

However, during the first year of the transitory period of , an intermediate contribution will be established by sections whose number will increase progressively for those who earn the most and will also be reduced in cases of income below the minimum interprofessional wage.

The new quotas for 2023

Thus, the self-employed who have income of 3,000 euros or less will have a quota of 200 euros per month in 2023, the first year of application of the new system, which will be 215 euros for those with incomes ranging between 3,000 euros and 6,000 euros. 230 euros for those with an income of more than 6,000 euros but less than 9,000 euros, and 245 euros for those with an income of between 9,000 and 12,600 euros.

“Surprise” among the self-employed

Not in vain, the self-employed have shown their “surprise” when asked about the measure proposed by the Government, which, although it is in line with the first outlines of the Executive to carry out this modification in the system of worker contributions for own account. “We have found out through the media about the listing proposal for the thirteen tranches,” criticizes the president of UPTA, one of the associations representing the group, Eduardo Abad, about the news, assuring that it has not been previously transmitted to the entities most representative of the group. “I suppose they will end up asking us for an opinion,” says Abad.

The president of UPTA also criticizes the established period of nine years for the transition to the new Reta. And he recalls that in the initial proposal for 2023 there is still a strong overpriced component for the group. Abad believes that it is “outrageous” that a person who earns 3,000 euros net a year has to pay 200 euros a month for contributions during the first year. “We are not going to allow a person who is between 3,000 and 6,000 euros to have to pay 2,580 euros a year in Social Security contributions. It is outrageous,” he points out. He believes Abad that “in no way” can a progression of application be made in a period of nine years, because “it is excessively long and it is not what was discussed or agreed with the organizations.”

“At the most, there must be a three-year adaptation period and in the first year the system is in force, those who earn 3,000 euros net per year cannot be making a very high contribution effort,” he added, after requesting that in the The first three tranches (less than 3,000 euros, between 3,000 and 6,000 euros and between 6,000 and 9,000 euros) apply the fees that are collected once the period ends (between 90 euros and 185 euros, respectively, for those tranches).

Finally, he has asked that the incorporation of the rest be done in a maximum of three years and not in nine. “It is a commitment from the President of the Government, Pedro Sánchez, and it must be developed 100% in the remainder of the legislature,” according to Abad.

Choice of stretch, ‘à la carte’

In this sense, as this medium advanced, the self-employed will be able to provisionally choose their contribution base among thirteen based on their yield forecasts with the possibility of modifying their choice six times throughout the year to adjust it to their yields. If there are differences once the annual regularization is done, the worker must proceed with their income if they have contributed less than what corresponded to them and may request a refund if the contribution made was higher.

In addition, the Government proposes that the self-employed who have declared tax returns below the current minimum contribution base will contribute for them. “Notwithstanding this, for the purposes of the protective action, the corresponding minimum base will be recognized for a maximum period of two years,” he says. And it highlights that the self-employed whose tax returns derived from self-employment are above the current minimum contribution base of the Reta will contribute for them and that this minimum base will be progressively equated to that of the general Social Security regime.

This system, which Minister José Luis Escrivá announced, will be included in the first package of reforms that the Ministry expects to approve shortly, but it will not be implemented gradually until January 1, 2022 and will not have economic effects until 2023. Escrivá points out that, up to a maximum of nine years, with periodic reviews every three years in which the Government, business and union organizations, together with the self-employed associations, may decide whether to speed up the calendar.
