The Sepe will allow the free choice of office to process the strike

The Av@nce and Transformation Plan designed by Sepe himself, and approved by the Ministry of Labor according to union sources, provides for the change in management of office benefits to a single provincial district. In practice, it will allow users residing in a certain province to request an appointment at any benefit office in said province and carry out the corresponding procedure. Currently, each citizen is assigned an office based on the district where he has his residence, which does not imply that it is the closest or the most convenient for him.

The implementation of a provincial district was being analyzed by Sepe in the months prior to the pandemic, but it has accelerated due to the urgency of the state employment agency to reform and modernize its management due to the collapse that occurred during the last year in the face of the avalanche of benefits generated with the different aids created with the pandemic, especially the Ertes.

With this measure, Sepe seeks to improve the quality of the service provided by allowing face-to-face attention in the branch that is most convenient for the user, avoiding unnecessary travel and, predictably, obtaining a better distribution of workloads and less delay.

The plan designed by Sepe and negotiated with the most representative unions of the public body provides for various technical mechanisms to make this new work dynamic possible, but, in any case, a modification of the prior appointment application is essential. The change should allow users to know the appointment calendar available in the provincial network, so that they can opt for the office with the greatest availability and within the legally established application period.

However, it should be remembered that the employment offices are spaces shared between the Sepe and the regional employment services, which are the administrators of said premises. The State-owned Sepe is limited to managing the payment of the different unemployment benefits, while the regional services are responsible for active employment policies that contribute to the job search for users, including training courses. Thus, the free choice of office to process the benefit should be extended to the rest of the employment services, without differentiating between the competent administration.

Another novelty is the creation of personalized services for employers, promoting a new relationship model between the Public Employment Services (SPE) and companies, as stated in the New Spanish Strategy for Active Support for Employment 2021-2024, which has been elEconomista had access, which has already been agreed with the social agents and the autonomous communities.

The document proposes the development of a portfolio of services, agreed with the PES and in collaboration with employers, which allows strengthening company-entity-Administration relations and in which content and requirements are defined for the application of the different actions that constitute it.

These services will be reflected in the creation of specific physical spaces with personnel specialized in the management of business services (business prospecting, advice on self-employment and entrepreneurship projects, technical selection, management of special job offers, institutional relations with companies, participation at fairs and events…). It is also intended to design mechanisms to assess the quality of services provided to companies.
